Linking EU budget revenue and policy objectives: How can new own resources contribute to the green and digital priorities. The Committee on Budgets organises a public hearing focusing on the new own resources expected to be proposed in Q2 2021. They will provide new financing for the EU budget and help repay the debt of the COVID-19 economic rebound stimulus fund, Next Generation EU.

Members wish to examine in particular the three new own resources: the digital levy, the revised EU Emission Trading System (ETS) and the Carbon Border Adjustment Mechanism. Invited speakers (tbc) include: Mrs. Schratzenstaller from the Austrian Institute of Economic Research (WiFo), Mr. Pisany Ferry from Bruegel and European University Institute (EUI), Mr. Saint-Amans from the OECD and Ms Costa, Deputy Director General of the Cabinet of Planning, Strategy, Evaluation and International Relations of the Portugese Ministry of Finance.

The hearing will take place on Wednesday 17 March (13.45-16.15).

The Committee on Budget will hold a public hearing against the background of the roadmap towards the introduction of new own resources. MEPs will examine in particular the three new own resources which are expected to be subject of 'sectoral' and budgetary legislative initiatives in Q2 of 2021: the digital levy, the revised ETS and the Carbon Border Adjustment Mechanism.

These three initiatives each have an important role and function in the respective policy areas, and as potential revenue sources for the EU budget / Next Generation EU. The interaction, tension and perhaps also the synergies between the sectoral and the own resources will be examined on the basis of the input of external experts.

The experts who will be heard are (tbc):
  • Mrs. Schratzenstaller from the Austrian Institute of Economic Research (WiFo),
  • Mr. Pisany Ferry from Bruegel and the European University Institute (EUI),
  • Mr. Saint-Amans from the OECD.

Location : ANT 6Q2 and online
