On 23.03.2021, the CONT Committee will hold an exchange of views with Sandra Gallina, Director-General of DG SANTE, in the context of the EU Vaccine Strategy, the Commission has concluded eight advanced purchase agreements (APA) of coronavirus vaccines with the relevant pharmaceutical companies. This effort to tackle the pandemic with tangible actions in the area of EU public health policy recalls the important role of the Committee on Budgetary Control.

Any effective EU initiative on vaccines requires considerable financial and administrative resources, hence sound financial management and careful scrutiny are key to keep up public trust in the EU's action of support. In recent letter, Commissioners Hahn and Kyriakides have provided further details about the financing of the stipulated APAs and 11 anticipated the will to boost research and allocate additional funding for new actions responding the COVID-19 crisis. However, further issues have materialised, concerning the implementation of the APAs, the quantity and quality of the supplies, the compliance with the terms and deadlines, the consistency of the approaches adopted by the Member States across the Union. Commissioner Kyriakides has offered further steps towards transparency and this exchange of view will take advantage of the in depth knowledge and competence on the matter of Ms Gallina who is also the partner directorate-general of the European Medicines Agency.

The Member of the European Court of Auditors (ECA) Ms. Joëlle Elvinger will present the ECA review of the EU's initial contribution to the public health response to COVID-19. Members of the Committee on Budgets (BUDG), the Committee on Budgetary Control (CONT) and the Committee on the Environment, Public Health and Food Safety (ENVI) will exchange about the institution's findings and discuss the key challenges which have been uncovered by the pandemic with the ECA member and the Commission.

The extraordinary joint meeting will take place on 23 March 2021 (14.45 - 16.00).

On 22 and 23 March 2021 the Members of the Committee on Budgetary Control will vote on the adoption of the draft reports concerning the 2019 Discharge to the Commission, EDF, Agencies and Joint Undertakings. On 1 March, the CONT Committee adopted the draft reports concerning the European Parliament and the Other Institutions. In total 2456 amendments were tabled to 52 draft reports and 46 opinions were given by other Committees.

EU's flag and a coin of 50 cents
This document was prepared by Policy Department for Budgetary Affairs for the Committee on Budgets as a background paper for the Public Hearing on 'Financing the EU budget: new own resources and possible other revenue'. It provides a summary of the system of EU own resources in the light of the agreement on its revision reached during the negotiations of the 2021-27 MFF.

It shows the rationale for the reform including the need to find sources to finance the repayment of the EU borrowing in the framework of the New Generation EU initiative. The paper gives a description of each new own resource listed in the Interinstitutional Agreement of 2020, and shows their probable policy and budgetary effects.
